This would've been a red line for Putin and would've likely triggered escalation. But I agree our response to Putin's invasion of Ukraine wasn't strong enough from the beginning. There was a lot of hesitation such as implementing of sanctions, etc. all because we were too afraid of Putin. Putin has successfully used his nuclear weapon blackmail to achieve his goals.
